Turtle Bar Brownies

1 pkg. German chocolate cake mix with pudding
3/4 c. butter
1 c. canned evaporated milk
1 1/2 pkg. (14-21 oz.) caramels
1 c. pecans, chopped
1 c. chocolate chips

Mix together cake mix, margarine and 2/3 cup milk. Press half of the mixture into 9 x 13 inch pan. Bake at 350 degrees for 10-15 minutes. Melt caramels with 1/3 cup milk in microwave. (Or in top of double boiler.) Remove cake from oven. Pour melted caramel over cake. Sprinkle nuts and chocolate chips over baked cake. Put rest of cake mix over top of caramel. Bake at 350 degrees for 20 minutes  or until done. This will harden some as it cools. Refrigerate before cutting into squares.
