Cabbage Casserole

1 small head cabbage
1 lb. ground beef
1 medium chopped onion
salt, pepper and garlic to taste
celery seed, oregano and basil to taste
3/4 c. raw rice
2 cans tomato soup
2 1/4 c. hot water
1 c. sauerkraut

Pour hot water over cut up cabbage and set aside. Brown ground beef with seasonings and onion. Drain cabbage and put 1/3 in bottom of casserole, then layer 1/2 of meat and 1/2 rice. Layer again cabbage, sauerkraut, meat and rice, then rest of cabbage. Dilute soup with hot water and pour over cabbage. Cover and bake 1 1/2 to 2 hours.
